Conflict of Interest

Defined as the conflict between a member of a MCP / MCR when you have a personal or institutional interest, the result of a discussion or decision of this mechanism. For example, when selected CCMs and Principal Recipients Sub-recipients that implement the programs, monitoring, development of proposals, among others. The recommendations by the working group is to create an ethics committee, which may be external (selected and assigned by the MCP) or mixed (with members also from the mechanism).

In any coordinating mechanism or board is inevitable that at some point the conflict of interest arises, however this decision space must be active and concrete steps to resolve these conflicts. In many of our countries would be very difficult to have a CCM without the membership of key organizations, which are also potential sub-recipients. For this reason it is essential to advance practical solutions to these ethical core.

Since its inception, the Global Fund is an organization that provides additional resources for national responses to the three diseases. However, in practice many Global Fund programs are transformed into projects that are not aligned with existing programs. The group pointed out the need for the rhetoric and go to practice, then there must be a national response alone and must be multisectoral.

The Global Fund is to implement a new architecture, which includes a policy that countries can only request resources to finance their national strategies. This measure is somehow a reflection of that harmonization efforts are not successful enough, not only countries but by the donor community. The concerns of civil society are validity and relevance of the National Strategic (which require a thorough review) and the participation of NGOs, the most vulnerable populations and communities in this new architecture.

The Global Fund has for many years, and in some countries of the region there is funding from the first round. However, there is still confusion and uncertainty about the role of MCPs, together with a few practical answers to the challenges of communication and conflict of interest that, in many cases, calls into question the legitimacy of these mechanisms. That this regional meeting, which focuses on strengthening mechanisms, is an opportunity to overcome some of these challenges and improve the efficiency and effectiveness of resources invested by the Global Fund.
