The challenges of civil society after the Regional Meeting

After completion of the regional meeting, representatives from different sectors that make up the Country Coordinating Mechanism evaluated the meeting and shared their challenges the next round.

The regional meeting for the Country Coordinating Mechanisms and coordination mechanisms of the South American Region was completed and left many challenges for participants. Faced with a 2010 that is anticipated as a key and in the face of the new structure presented by the Global Fund, civil society representatives drew their own conclusions from the meeting.

"The positive thing is to see the possibilities for mechanisms to improve its structure, both organic and functional. The Global Fund is insisting on establishing a better balance within the MCPs between the civil sector, the private sector and government " Orlando said Montoya, general coordinator of ASICAL. Arely Cano, Regional Secretary of the International Community of Women Living with HIV / AIDS (ICW), stressed that the meeting was useful for "visibility of the operation of the Global Fund and see how civil society organizations and networks can participate and fight for a space. "

Challenges

"The challenge is to, with all the information we get, better prepare our regional proposal to be adopted at the Tenth Round. That's one of our biggest challenges, "acknowledged Elena Reynaga, Executive Secretary RedTraSex. Marcela Romero, Regional Coordinator RedLacTrans, agreed that the biggest challenge is the Round 10: "We'll have to work with the CCM and present the project. And this presentation is going to have to make a partner that has the capability, which is strengthened and informed debate. "

Another challenge will be to ensure strong participation and representation of all sectors within each MCP. "We call readdress the statutes of the MCPs in Latin America and to be renovated for the partners of trans people may occupy a specific population as vulnerable and not in a group, called Romero. Montoya, meanwhile, said the main goal will be that CCMs can ensure their composition according to who has the epidemic prevalence in those sectors in each country. "Otherwise there will be many areas within the mechanisms, the luster, are being less affected by the epidemic and are relegated to priority sectors, which are the voices that really have to be within the MCPs," said .

Finally, Arely Cano referred to the situation of women, according to a report by the Observatory Latino, have little representation. "This is not to specify an agenda because they already have. It is about getting women to see how we can have our own space, "he said and concluded:" The exercise will see how to achieve coordination among different actors for the voices of all people are heard. "

view, the challenges are the same for everyone. Will have to see what happens when to implement them.

"It is important to understand the feelings of the Donors'

"It's important to listen and understand the feelings of the donor community" he said in his speech the Ambassador Fidel Lopez Alvarez. Ambassador representing the Government of Spain through the Agency for International Development Cooperation (AECI) and integrates the governing board of the Global Fund delegation Spain and France.

"There is a twofold concern among donors, on one hand the global financial situation and on the other the approach taken by the Global Fund," he said. Lopez Alvarez. He explained that the Global Fund has commitments until the ninth round by 7 billion dollars. In the current cycle of resource provisioning of the Fund, to a close, donors were able to add 10 billion. If you succeed in the next cycle, which begins in 2010, collecting a similar amount would be in itself a great success made clear, given the global crisis. However, this result would leave less than 3 billion dollars for future rounds of funding, a little more than that requires any of the recent rounds alone (round 9 totaled 2,200 million dollars).

Apart from the economic crisis, the donor community is concerned about the impact on national health systems to have the Global Fund to persist the tendency of a vertical approach, which invests more resources in some countries in a single disease, all other public health programs. But look favorably on the progress made in implementing policies to strengthen health systems and open horizons applications for Global Fund strategies.

About the region added: "The wake-up call is to conduct an exercise of political pressure on governments in Latin America we come criteria, which may encourage the Fund and the region. Be creative, positive and proactive. I think they should explore the following ways: continue with the good technical quality of proposals, explore in depth the mechanisms of co-financing since there are no contradictions between being a donor and recipient of resources, to continue and intensify advocacy to increase understanding on the concentrated and the need to intensify prevention efforts and finally join the trend strongly request resources through national strategies "

Lopez Alvarez also recommended to work strategically with other delegations to the Global Fund's board, those of countries with similar epidemics and national income, as well as those in civil society, private sector and foundations. He also announced the recent significant contribution to UNAIDS the English Government for the provision of technical assistance related to the Global Fund.

"Lamento have to share with you this alert, but it is time that all stakeholders in the region to articulate strategies that keep Latin America in the Global Fund's portfolio. The Government of Spain has been and will always support Latin America in the Global Fund, as they have done in other international institutions, "concluded the Ambassador.

The words of the representative of the English Government, far from being negative, or apocalyptic, join with other voices to be heard in this event for the region as a whole operate a series of creative actions continue into the agenda of donors. Know soon if the alerts generated positive actions in an international context where it is not enough to ask for donations from international financial mechanisms.

The importance of unit costs for Civil Society

In more than two decades of national response to HIV / AIDS have made great strides in defining which are the unit costs of society interventions civil. The World Bank (with its program ASAP), UNAIDS, the Global Fund and the International Alliance began a process to increase the knowledge of civil society organizations to participate actively in the development of National Strategic Plans (through ASAP ) and the determination of unit costs. The first meeting was held in Asuncion on Friday December 11.

Why is it important to know accurately the unit cost?

few years ago, are being developed in the region, national strategic plans should also be funded, but are missing in these calculations of the costs of civil society interventions. Therefore, national accounts, are exclusively governmental. The importance of having tools to define and implement these costs can be summarized as: the ability to group interventions in service packages, the civil society organizations can know precisely the actual costs and in this way to develop projects and budgets for programs in their role as sub-recipients of Global Fund. It is also a resource for advocacy, it can demonstrate the economic contribution of this sector and demand, based on evidence, more investment in these proven programs better access to vulnerable populations.

For example, when an organization Gay / MSM through peer intervention gives a condom to a person on the ground, usually falls into the trap of only afford value of condoms, a brochure and the time of the person doing the work of peers. Behind this activity, there are a variety of direct costs (travel expenses, refreshments and administration and management of the stock of condoms) and indirect (maintenance costs organization, training of peer workers and fees for other officers of the organization). As a result, often the organization budgeted below the actual final cost, and therefore face serious difficulties in meeting the targets set by the main receiver, including cover different budgets of their own coffers.

Starting next year, organized a first workshop to adjust and validate a tool that will be disseminated in national workshops in a limited number of countries in 2010.

The civil society organizations can not continue working in a state of semi-exploitation, poor working conditions and end up finding resources of its limited reserves to cover budget gaps. This is an issue of greater efficiency, effectiveness and equity, has nothing to do with the commitment of this sector in national responses.

When Is A Computer Said To Be Reliable

Keys to improving the planning of strategies

Representatives of the Strategy and Plan of Action on AIDS World Bank presented the objectives of this program and developed some key points to strengthen civil society participation in proposal development and definition of unit costs.

Rosalía Rodríguez García, Manager of the Strategy and Plan of Action on AIDS (ASAP, for its acronym in English) with Eric Gallard, who works in planning of this strategy for Haiti, presented the benefits of this program, promoted by UNAIDS and managed by the World Bank. What he seeks is to provide civil society training and tools necessary to ensure that strategies are based on actual results of work done by each sector.

"As soon as possible" mean in English that stands for this program and that is precisely what you intended. "It was created to respond strategically to the epidemic and that resources are used efficiently," said Rodríguez García. This is not a funding program because it does not make direct cash subsidies. What they offer is service, generating capabilities and development tools.

"Often community sector activities not included in the budget. We do not know what the real costs, so there are many estimates, "said Rodríguez García. "International organizations do not know how much is spent on community interventions, such information is with you," he added, so the objective of this strategy is to involve civil society at all times of the processes.

For his part, Eric Gallard explained in detail how to estimate the unit costs of community interventions by members of the networks and organizations, including direct and indirect costs. In many cases this work is not properly reflected in the budget, so the purpose of this strategy is that each sector is capable of showing the actual expenditures made by sectors, and estimates do not end up hurting them in general.

The civil society representatives attended the workshop recognized this weakness, and so we asked those responsible for the strategy to inform the network of organizations and movements and that this communication process is not only the national programs of each country.

UNAIDS: The Fund's programs must be fully aligned Lelio Marmora

The Regional Director of UNAIDS, Dr. Cesar Nuñez presented on the last day of the meeting. In its presentation highlighted the achievements and progress made by the region in the ninth round. The recent successful outcome should be, he said, a concerted effort between you UNAIDS, other agencies of the United Nations system and regional incentive of Civil Society. These achievements are also the countries merit and MCPs have been able to better articulate their needs better technical quality proposals.

"In Latin America has 55% coverage of antiretroviral treatment," said Dr. Nuñez. But he said these data are distorted by a increased coverage in some countries versus others that have a lower coverage. Importantly, these data are based on the number of people requiring treatment in the health system. Showing a series of graphs on access to various services said: "Access to most services is improving and access by vulnerable populations as well. The major unresolved issue is prevention and we should immediately increase dramatically as our effort to reduce exposure to HIV. "

In the sense of recent discussions at the regional meeting, Nuñez recalled the importance of alignment and harmonization, and to dwell introduce the concept of the 3-1 (three ones).

about promoting the three countries have:

· A Framework for Action on AIDS agreed that the proposed base to coordinate the work of all partners

· A national authority AIDS coordinating a broad-based multisectoral mandate

· A system of monitoring and evaluation.

The policy of the three one recognizes the fundamental role of the national health authority, which has a defined role and clear leadership to coordinate, but promotes the formation of multi-sectoral consultation space for the design of plans and strategies. So Cesar Nuñez considered that the approach in CONASIDA conformation (Commissions or National AIDS Councils) is an interesting model that should play the role of overseeing the program financed by the Global Fund. He explained: "The Global Fund programs must be fully aligned, and based on national strategies. In countries where there is a CONASIDA and MCP, will come a time to stay a single mechanism, it is impossible to keep both. It is running the money to those most in need. "Concluded Cesar Nuñez

Finally the speaker said that UNAIDS will continue providing technical support to countries for innovative proposals and eligible for round ten.

At this meeting, the English Agency for International Development Cooperation (AECI) announced in the mouth of the Ambassador, who has recently signed an agreement of financial support to UNAIDS to provide technical assistance related to the Global Fund .

Sales Counselor At La Fitness

interview: "We have strong conceptual changes in the way we conceive the projects"

The Regional Team Leader of the Global Fund for Latin America and the Caribbean made an evaluation of the meeting held in Asuncion and made an assessment of the outlook for the region for next year.

What is your assessment of this meeting and what do you think will be their short-term results?

I think we left a very positive result, it is the first time we make a match that specific cross-cutting issues are addressed the Country Coordinating Mechanism (CCM). Addressed issues of enormous importance, as the issue of financing MCPs, the very specific definition of the oversight role of CCMs, the positioning of the private sector, what are the chances of increasing their participation. These are all tactical issues. And the important thing is not only the tactics, which is somewhat circumstantial and very concrete action, is the strategy. We must not confuse tactics with strategy and is a bug in which we are all tempted to fall: the CCM, the Global Fund secretariat, the board, agencies.

And what are the strategic issues to take into account?

Strategically I think two things were clear: the first is that you could build a coordination mechanism, either a country or regional level, that is not based on consensus. Repeat endlessly to be out of the dynamics of the conflict to move to a dynamic consensus. Consensus intelligent, respectful, without imposing views. Consensus negotiation, negotiation not a sector in which a win everything, because it is not a negotiation. The second strategic point is the position of Latin America face a global reality that is undeniable.

Regarding this, how assess the outlook for the region in the short term?

I think next year will be a pivotal year. I do not know if there is time to have a very strong positioning strategy at this time, but you can be featured in the discussion, Latin America has merit to be the protagonist. But to be protagonist must have a political agenda, which involves several elements that are key. We must be innovative in what we propose to the international community. A region with the concentration of an epidemic like ours, with per capita income for countries - despite social inequalities, has to be innovative.

And what could be innovative way?

innovator in the sense that it has to stop spending money and actually invest. Must be strong enough to make conceptual changes in the way we conceive the project, moving from the logic of the project to the program logic. No response can be structured based on a multiply fragmented projects, in which each goes his own way. Another key element that seems to me, from the point of view of the political agenda is to continue using the capacity of local technical assistance as was done in Round 9. I think he's proven that America can produce clear proposals.

What the specific recommendations address this scenario? Mainly

leave fragmented conception of permanent negotiation in CCMs, to be a place of debate, constructive, and not an area where some policies are settled. Politicizing the politicization itself is not very positive in this case. All sectors need to review their way of interacting and trying to imagine a scenario in which the national program is a State project, not a single government or sector, it is a unique project that allows for the different variables of different human groups. Low participation of women in the Global

Latino Observatory presented a study on the participation of women, sex workers and transgender in the CCMs in Latin America and the Caribbean. According to the results, although there has been progress, there remains a gap in its representation.
National agendas of groups of women, women living with HIV, sex workers and transgender people have little visibility into regional proposals of the Country Coordinating Mechanism. That is the conclusion reached by the Centre study Latin with the support of the Alliance and UNAIDS.

The report was conducted in 15 countries in Latin America and the Caribbean and found that only in Honduras and Suriname there is a representation of the population of women specifically, as in other countries are represented by groups, NGOs, networks of people living or sectors. As a result, does not reflect the specific needs of women, who are mainly associated with sexual and reproductive health, gender violence and human rights.

For sex workers and transgender people, the study showed that in the last two years has been significant growth in participation, but not enough. This increase is due in part to the recommendations of the Global Fund to include vulnerable populations in CCMs and mainly to the strengthening of national organizations and the overall incidence by regional networks.

Among the barriers identified by the study highlights the lack of epidemiological data, the difficulty of understanding the functioning of the Global Fund and its mechanisms and the lack of an agenda that represents the specific needs sector. The legal requirement to take part in some MCPs also tends to be an obstacle. Relaxing

statutes of the MCPs and open meetings, ensure effective participation of all sectors, participatory processes, maintain the leadership of networks and facilitate the understanding of the mechanisms, were some of the recommendations outlined the study.

In conclusion, we must strengthen the capacities of the movements and achieve national and regional networks installed in the agendas of CCMs specific needs and realities that affect women. This is an important challenge will CCMs throughout the region. Alejandra

How Many Panados To Die

Win-win, The role of the private sector

Through role play, members of the Country Coordinating Mechanism analyzed possible strategies to be developed to ensure the inclusion of private sector proposals.

informing, sensitizing and not confronting. Those were some of the conclusions reached by the various working groups that participated in a role play, which aimed to explore the possibilities of including the private sector on Country Coordinating Mechanisms.

addition to evidence what are the most common mistakes people make when approaching this area, this game helped to challenge some stereotypes, as each participant had to represent different sectors which embodies a daily basis.

These are some of the proposals that emerged:

- is necessary to inform businesses about the work of the Global Fund, its operations, the role of the CCM and how to finance the projects.

- It is also important to show what industry representatives are the benefits to your company if you decide to participate in the mechanism.

- Train and raise awareness of businesses, but also to train and sensitize members of the CCM to stay away with prejudice to the private sector in order to avoid confrontation and to act diplomatically.

- Proposals that approach should be clear, specific and contain information on time.

The exercise showed that often there are no clear proposals for the private sector and, in many cases there is proper communication with company representatives. You must understand that the private sector can join in various ways to the proposals, either through donation of resources, as executor of grants, as provider of goods and services, and as a member of the CCM. They can also provide technical assistance and promote policies to prevent and de-stigmatization in the workplace.

why it is so important to work on the possibilities to incorporate this sector and do so responsibly. For it will be necessary to select the best CCM members trained to do, show the impact that the Global Fund's contribution to the HIV / AIDS and be guided by the good experiences and carry on many networks and organizations. Can we see the tree and forest? Recommendations on participation

Concluding the second day of the regional meeting, full day devoted to discuss challenges and agree on recommendations on the participation and inclusion of all sectors MCPs, there are mixed feelings among participants. One side feels that progress on recommendations and promotes dialogue and others argue that repeat old ideas and rhetoric abounds, not necessarily have the effect of changes and improvements.

In a series of meetings that the Global Fund Executive Director Michel Kazatchkine today held with various sectors, shared an analysis of the Fund and the MCPs very interesting from the conceptual and political. "The Global Fund and its governance mechanisms (national and global) proposes a concept of" health democracy. " A new paradigm of public health which has a policy that overcomes pose hygienists traditionally authoritarian and with partial eyes, "said Kazatchkine. "The current response to HIV / AIDS, Tuberculosis and Malaria action raises superseders to promote a collective responsibility and genuine participation of all sectors involved in the problem," he said.

But the political and cultural changes that are needed to reflect on ways of government programs and national responses seem to require different times to the urgency of these diseases.

Some of the major challenges that exist from the first minute of life remain the Global Fund over the years, accompanied by a sense of frustration for both the public sector, government and civil society.

There have been advances in terms of participation and ownership in countries, but there are serious bottlenecks when progress on issues the importance of harmonization, the need for monitoring performance and communicating progress and results. This takes on special importance this time there are trends that question the effectiveness of international aid, the rarity of these diseases and the need to concentrate efforts to prevent and treat them quickly.

much energy is spent on issues related to the "power", the institutional or economic power, losing focus on the need to more efficiently coordinate efforts to "power" to change things, improve them.

8 years ago, the international community concluded that it needed more financial and technical resources to respond to AIDS, TB and Malaria. Comparatively countries now have greater access to these resources, is when there is evidence that these needs were only part of the solution. There are still many loose knots, most are at the national level. The urgency of saving lives and mitigating the impact of the disease persists. But this is short today, the pressure to demonstrate that we still need a strong commitment of the international community to reverse the impact of epidemics. In such a way to continue funding efforts to meet Millennium Development Goals related to health.

Without falling into a metaphor related to climate change, it seems that we might lose in a forest, on how to solve an effective multisectoral participation in the Country Coordinating Mechanism of the Global Fund, losing sight that perhaps concerned only a tree, another great forest that is much harder to find the exit.

representatives throughout the region discussed and made proposals to ensure maximum possible participation and representation of all sectors in the Country Coordinating Mechanism.

Participants Regional Meeting of the Country Coordinating Mechanisms and coordination mechanisms of the South American region participated in an exercise where they discussed the necessity of inclusion, participation and representation of all sectors in CCMs. The groups developed action plans and proposals for progress against these obstacles.

Selection of members of the CCM government not

CCM members identified three common problems: lack of rotation, lack of representativeness and availability of necessary but unorganized sectors. To fix, proposed to apply existing policies and to observe the election process every two years and one extension of the mandate. They also suggested that maintaining the balance between civil society and government and to work in response to the agendas of the sectors and not individuals or institutions. Finally, they recognized the need to make a common effort to ensure participation of the less organized, with the help of international cooperation.

Roles and responsibilities of different sectors in the role of MCP

Participants concluded the need to build capacity to fulfill the roles of the participants. To do this will require greater commitment from members, promote the political role of the CCM and point to dialogue and advocacy to develop national strategies. They also considered the importance of ensuring that all sectors involved from the beginning of the development of proposals and to avoid fragmentation.

active representation of members of the CCM in the interests of the sector they represent

On this last point, participants identified three specific challenges: building capabilities, effective communication and include to bases in the preparation of proposals. In presenting its findings, the group said it was vital "to strengthen the capacities of individual members to effectively participate and represent their sectors." To achieve suggested, among other action plans, developing a website that contains all the information on the MCP.

The conclusions of all the teams show that the theory is clear: there are problems are identified and effective proposals to solve them. Now in practice remains to be overcome conflicts and differences, to actually achieve these ideas materialize. Alejandra

sectoral contribution to regional networks and inclusion

Representatives of various regional networks opinion on the participation of some key stocks Mechanisms Country Coordination at regional level.

The Network of Women Sex Workers of America and the Caribbean (REDTRASEX), the International Community of Positive Women (ICW), the Network of Latin America and the Caribbean Transgender (REDLACTRANS) Association of Men Who Have Sex With Men (ASICAL) and the Network Service Organizations in HIV / AIDS in Latin America and the Caribbean (LACCASO), aimed at greater participation and inclusion of diverse populations within the Country Coordinating Mechanism .

"There are prejudices about women sex workers to handle a lot of money, "complained the REDTRASEX Elena Reynaga, who said that if today there are women sex workers in the CCMs is because REDTRASEX trained women to participate.

For its part, Arely Cano, Secretary General of ICW Latina, said: "The CCM should allow the participation of women, not only from the chair, but their voices are heard. " He added that one of the challenges is also "heard the voices of women living with HIV / AIDS in different spaces."

Marcela Romero, Regional Coordinator RedLacTrans mentioned that the inclusion of trans people in the CCM has been very important, because their needs and problems are very different from other populations. "We occupy the place that we deserve to have access to prevention, universal access and human rights, called Romero.

Finally, Orlando Montoya, General Coordinator of ASICAL, said it's "very hard to ensure that all needs to be represented" and acknowledged that "networks constitute a very important tool. "
All these testimonials are a sample of the work done by the networks to have a place in the various CCMs, but also show that, although participation has increased, yet is sufficient to give an effective and organized regional response to the problem of HIV / AIDS.

The Global Fund Executive Director attended the regional meeting and signed an agreement with Paraguay for € 3.5 million and weaknesses

Michel Kazatchkine, Global Fund Executive Director, traveled to Paraguay to sign a new agreement for € 3.5 million to fund HIV / AIDS. In addition, asist the regional meeting and spoke with participants.

Among many thanks and taking stock of the Global Fund's presence in the region, its Executive Director, Professor Michel Kazatchkine, participated in a round of questions and answers with participants of the regional conference. After the presentation, met with the Minister of Health of Paraguay, Esperanza Martinez to sign a new deal for € 3.5 million to be used to finance programs in prevention, diagnosis and treatment of HIV / AIDS.

"We have seen a dramatic change at world health. The key factor was the understanding of the unacceptable gap between the North and South, "Kazatchkine said at the beginning of his presentation, which conducted an analysis on the outlook for the region in relation to HIV / AIDS, tuberculosis and malaria. In his analysis

announced that 2010 "will be a year absolutely critical", since also present the new architecture will be a transition year in which the Global Fund will become an autonomous institution. Referring to these changes, Kazatchkine said the MCPs will occupy an important place for advocacy.

"Five of the eight Millennium Development Goals are directly or indirectly related to health," he said and said that currently the Global Fund "has become the largest global financier" health level. "The model is very attractive because of its pillars, it is you who implement their proposals," he explained, repeatedly requested that representatives of CCMs commit themselves to achieve compliance with the goals. Achievements: Country Coordinating Mechanisms present their experiences

Representatives of the Country Coordinating Mechanism in Paraguay and Ecuador participated in a panel that presented the experiences in the CCMs in their countries.

Best practices, successes and mistakes. On the second day of the Regional Meeting on Enhancing Country Coordination and Regional Coordination Mechanisms in South America, representatives of the CCMs in Paraguay and Ecuador shared with the participants for their good and bad experiences in the mechanism and discussed how to improve their performance.

The presentation of the Ecuadorian experience Lilly Márquez, President of CCM Ecuador, confessed that he was born distorting the process and that they themselves complicated. Recognized why they have to work to overcome the "huge weaknesses" and to strengthen the sectors that are not represented, but felt that there should be careful selection of members. "We are going to cost, but let's untie the knot," he added.

"The country has the view that the MCP is a cross-space, which seeks to strengthen the health system in the context of equity, universality and free," said Ivan Allende , Secretary of the MPC Paraguay. In this country, the CCM has subencionadas seven proposals by the Global Fund on HIV / AIDS and tuberculosis. While his secretary said that consists of a broad participation of actors and roles are distributed on an equal footing when concluded his presentation by some participants of the meeting complained about the lack of representation of women, sex workers and transgender people in the mechanism of this country.

also Julia Tavella, Industrial Union of Paraguay referred to the experience of this country, demonstrating how the private sector's role in the MCP influenced the decision not mandatory test for HIV / AIDS taken by the Ministry of Justice and Labour. "HIV testing was mandatory to join a company and annual reviews," he said and acknowledged that this resolution was only a first step, since many companies still continue to make compulsory testing for HIV / AIDS.

Each of these experiences and comments added by participants made it clear that, despite the advances that have had many MCPs in the region, is still much to do and there is not enough involvement of some affected populations. This creates a major challenge within the CCM, which will have to seek new approaches to improve the functioning and transparency at the regional level. Alejandra

challenges of multisectoral coordination

On the second day of the meeting, he worked in groups for a series of recommendations to overcome various challenges faced by CCMs. In this article reflect some of these.

Conflict of Interest

Defined as the conflict between a member of a MCP / MCR when you have a personal or institutional interest, the result of a discussion or decision of this mechanism. For example, when selected CCMs and Principal Recipients Sub-recipients that implement the programs, monitoring, development of proposals, among others. The recommendations by the working group is to create an ethics committee, which may be external (selected and assigned by the MCP) or mixed (with members also from the mechanism).

In any coordinating mechanism or board is inevitable that at some point the conflict of interest arises, however this decision space must be active and concrete steps to resolve these conflicts. In many of our countries would be very difficult to have a CCM without the membership of key organizations, which are also potential sub-recipients. For this reason it is essential to advance practical solutions to these ethical core.

and Alignment

Since its inception, the Global Fund is an organization that provides additional resources for national responses to the three diseases. However, in practice many Global Fund programs are transformed into projects that are not aligned with existing programs. The group pointed out the need for the rhetoric and go to practice, then there must be a national response alone and must be multisectoral.

The Global Fund is to implement a new architecture, which includes a policy that countries can only request resources to finance their national strategies. This measure is somehow a reflection of that harmonization efforts are not successful enough, not only countries but by the donor community. The concerns of civil society are validity and relevance of the National Strategic (which require a thorough review) and the participation of NGOs, the most vulnerable populations and communities in this new architecture.

The Global Fund has for many years, and in some countries of the region there is funding from the first round. However, there is still confusion and uncertainty about the role of MCPs, together with a few practical answers to the challenges of communication and conflict of interest that, in many cases, calls into question the legitimacy of these mechanisms. That this regional meeting, which focuses on strengthening mechanisms, is an opportunity to overcome some of these challenges and improve the efficiency and effectiveness of resources invested by the Global Fund.
